John Plumb noted that his office now is working directly with the IC "on reducing some of those classification issues to the point where we can share" information with allies and partners to enable collaborative operations.
In somewhat of a surprise, the HASC provision to force the Space Force to create a Space National Guard was stripped from the bill in the negotiations between the two sides of Capitol Hill.
"If we want deterrence to be effective, it takes three things: 1. Capabilities 2. Credible threats in the mind of the adversary and 3. The will to communicate the first two," Chris Stone, Mitchell Institute fellow, told Breaking Defense.
